Minimum order quantity, MOQ, is one of the first realities that businesses encounter when sourcing custom packaging. It is also one of the most misunderstood. Many buyers approach MOQ as an arbitrary barrier set by suppliers; the reality is that MOQs reflect real cost structures in custom manufacturing, and understanding them helps buyers negotiate more effectively, plan inventory more accurately, and make better sourcing decisions.

This guide explains what drives packaging MOQs, how they vary by format and material, how to approach MOQ negotiations, and how to manage inventory economics around minimum order constraints.

What Is MOQ and Why Does It Exist?

MOQ is the minimum number of units a supplier will produce in a single order. In custom packaging manufacturing, MOQs exist because of fixed costs that must be amortized across the production run:

  • Plate costs (for flexographic or offset printing): printing plates cost $100–$500+ per color and must be paid regardless of run length

  • Setup and makeready: press setup, color calibration, and first-article approval take time and consume material

  • Die and tooling costs: custom die-cuts, embossing dies, and structural tooling have upfront costs

  • Material minimums: some specialty materials are sold in minimum roll lengths or sheet quantities

When a supplier sets an MOQ of 500 or 1,000 units, they are distributing these fixed costs across enough units to make the per-unit economics viable. An order of 50 units against the same fixed cost structure would result in per-unit prices that most buyers would reject as unworkable.

MOQ Ranges by Packaging Format

Rigid Boxes

Custom rigid boxes typically carry MOQs in the 100–500 unit range from direct manufacturers. Specialty or complex constructions (shoulder boxes, hinged lid, unusual dimensions) may require 300–1,000 units. Factory-direct ordering from overseas manufacturers may offer lower per-unit costs but typically requires higher MOQs (1,000–5,000 units) to justify production logistics.

Corrugated Cardboard Boxes

Standard corrugated formats have some of the lowest MOQs in the packaging industry due to highly automated production. Plain corrugated boxes can be ordered in quantities as low as 25–50 units from short-run specialists. Custom-printed corrugated typically starts at 250–500 units for digital print and 1,000+ for flexographic or offset print runs.

Kraft Packaging

Kraft pouches, bags, and boxes follow similar patterns to corrugated. Digital printing enables lower MOQs (100–250 units); traditional print requires higher minimums. Custom sizes may require tooling investment that affects minimum quantities.

Mylar Bags

Custom-printed Mylar bags typically start at 500–1,000 units for digital print runs. Gravure-printed bags, which offer the highest print quality and are standard for retail supplement and cannabis packaging, may require 3,000–10,000 units due to cylinder engraving costs.

Here's what most buyers overlook: the MOQ negotiation happens before you discuss price. A supplier who agrees to a lower MOQ will price per unit higher to compensate. The question isn't just 'can you lower the MOQ?' but 'what is the per-unit cost at each volume tier, and which tier represents the best total cost for my forecast?'

How to Calculate the Right Order Quantity

The right order quantity is not necessarily the minimum, it is the quantity that minimizes total cost across a planning horizon that aligns with your demand forecast and inventory carrying costs.

The Basic Calculation

Total ordering cost at quantity Q = (Setup/fixed cost) + (Q × per-unit variable cost) + (carrying cost of inventory × average inventory held)

The economic order quantity (EOQ) minimizes this total cost function. For most small and mid-sized packaging buyers, a simplified version is sufficient: compare the per-unit savings from ordering two order periods' worth of inventory in a single order against the cost of carrying that additional inventory (typically 20–30% of inventory value per year for consumer goods businesses).

Negotiating MOQs

MOQ negotiation is a legitimate and common part of the custom packaging procurement process. Effective approaches include:

  • Offer forecast commitment: suppliers will often reduce MOQ for a buyer who commits to a defined quarterly or annual volume, even if each individual order is below standard MOQ

  • Consolidate SKUs: ordering multiple SKU variants in a single production run (same substrate, same format, different print) can reduce the effective per-SKU MOQ

  • Accept longer lead time: suppliers can often accommodate lower MOQs if they can combine your order with others in a gang-run production schedule, this typically extends lead time by 2–4 weeks

  • Accept standard sizing: custom die-cuts and unusual dimensions require tooling investment; specifying standard sizes eliminates this cost and often reduces MOQ

Managing Inventory Against MOQs

Once a minimum order is placed, the business challenge shifts to inventory management. Over-ordering creates carrying costs, obsolescence risk, and cash tied up in non-productive inventory. Under-ordering creates stockouts that interrupt production and sales.

Best practices for packaging inventory management include:

  • Tie reorder points to lead time + safety stock, not to when the last pallet runs out

  • Review artwork and specifications before reorder, catching changes before production is far cheaper than reprinting

  • Store packaging in climate-controlled conditions, Mylar bags are moisture-sensitive; cardboard boxes crush under pressure if stacked incorrectly
